Citizens: Backwater Affairs is an unreleased simulation game developed by Microprose. This project started as Little People in 1994 and has been renamed to Citizens later, but Microprose cancelled it after about 2 years of development. They probably were too overwhelmed with realizing the ideas and concepts of this game.
Regarding the story, you died by a car accident and you got a job as guardian of the experimental town Backwater in your afterlife. You have to control people by modifying their needs and feelings to reach several goals.
